Safety production has only a starting point and no end [Special Planning]

In June 2019, the country ushered in the 18th "Safety Production Month". Recently, the Office of the State Council's Safety Committee deployed the 2019 National "Safety Production Month" and "Safety Production Thousand Miles" activities, focusing on the safety of hazardous chemicals, with the theme of "preventing risks, eliminating hidden dangers, and curbing accidents", and the goal of preventing and resolving major risks, timely eliminating safety hazards, and effectively curbing production safety accidents.


All parts of the country have begun to prepare to organize and carry out a series of safety production publicity and education activities that are both loud and effective. Every June, a series of publicity and education activities are carried out vigorously, with banners, slogans, and posters flying all over the sky, and the publicity and education work is carried out quite well.


But what about after this June? Has everything returned to the past? Is the factory still producing, is the machinery still turning, are the workers still working, and have accidents of all sizes occurred repeatedly? This is the most worthy issue for us to reflect on after the safety production month activities.


Of course, safety production, publicity and education first. Only by guiding from the source of thought and then guiding actions can we bring safety production to reality. Safety Production Month activities began in 1980, but over the years, large and small production accidents still occur from time to time. In our daily life and work, there will always be unsafe factors. Only by foreseeing the existence of dangerous factors can we better prevent the occurrence of production accidents.


In recent years, the probability of safety production accidents in the aluminum industry is not low. The main characteristics are strong suddenness, difficult rescue due to harsh environment, large losses caused by accidents, long equipment repair cycle, slow recovery speed, and certain regularity. According to the characteristics of these accidents, prevention in advance can better avoid the occurrence of safety production accidents.


Improve the accident emergency plan and establish an accident early warning mechanism. In view of possible major accidents or disasters, in order to ensure the rapid and effective implementation of emergency rescue operations, minimize casualties and property losses caused by accidents and damage to the environment, on the basis of accident consequences and emergency response capacity analysis, formulate relevant plans in advance.


Improve the sense of responsibility of operators and improve the judgment and observation of operators on accidents. Prevent operators from operating in violation of regulations and pay attention to abnormal phenomena. Strengthening the training of operators and business skills, the aluminum industry chain attracts a large number of people to employment, so the training work should be in place in time.


Avoid major production operations at night and strengthen the duty system of leading cadres. Since the spirit, physical strength and vision of night workers are not as good as during the day, and there are fewer night operation supervisors, they cannot correct or stop illegal operations in time, resulting in an increase in the probability of accidents at night. It is very necessary to strictly implement the system of leading cadres taking shifts and 24-hour duty at key positions.


"Accidents are fiercer than tigers", but "prevention is better than disaster relief". Only by putting safety production first, always maintaining a high degree of vigilance and strengthening awareness can colleagues in the aluminum industry ensure the smooth, safe and orderly production and operation of enterprises, and make the expectation of practitioners "happy to go to work and return home safely" a reality.
