According to the latest progress in the formulation of laws and regulations in the field of ecological and environmental protection, at the legal level, the revised draft of the "Law on the Prevention and Control of Environmental Pollution by Solid Waste" has been submitted to the State Council for review and approval, and then submitted to the Standing Committee of the National People's Congress for review. At the end of June, the Standing Committee of the National People's Congress had conducted its first review.

Currently, the Ministry of Ecology and Environment is studying and drafting administrative regulations in the fields of ecological and environmental monitoring. At the regulatory level, 12 regulations are involved, and 9 have been formulated and issued, including regulations on pollution permit management, agricultural land pollution prevention and control, pollution sites, and construction land environmental management. There are also three regulations, including the list of classification management of pollution permits for fixed pollution sources, which have completed the review procedures of the Ministry's Executive Meeting and will be released soon.

The new environmental protection law is called the "strictest environmental protection law in history". As early as the beginning of the year, the state has issued environmental protection documents such as the "2018-2019 Autumn and Winter Comprehensive Air Pollution Control Action Plan for Beijing-Tianjin-Hebei and Surrounding Areas", "Soil Pollution Prevention and Control Law of the People's Republic of China", "Pollution Discharge Permit Management Measures (Trial)", and "Environmental Impact Assessment Public Participation Measures". "2+26" cities are strictly controlling the production capacity of electrolytic aluminum, alumina, and carbon anodes, and reducing production during the heating season. In terms of comprehensive air governance, the state's attitude is urgent. Among them, electrolytic aluminum ash and alumina high pH red mud are included in the "Hazardous Waste List", and licensed and limited pollution discharge are implemented, which has a great impact on the entire aluminum industry.

Since the reform and opening up 40 years ago, my country's manufacturing industry has made leapfrog progress, but the resulting large-scale resource and energy consumption has brought tremendous pressure on ecological and environmental protection. In the past, due to the lack of effective regulatory measures, enterprises were more "indifferent" to pollution control. With the formal introduction of systems and regulations by the state, multiple measures can better stimulate the transformation and upgrading of enterprises and realize the transformation from "mandatory pollution control" to "active pollution control".

Today, China's manufacturing enterprises are steadily advancing towards green and sustainable development through technological transformation, transformation and upgrading, and adjustment of industrial structure.
